Surface State in Bi1.5Sb0.5Te1.7Se1.3 Nanoflakes Result of a study on the surface state in Bi1.5Sb0.5Te1.7Se1.3 nanoflakes 4.1 Introduction The recent discovery of topological insulators (TIs) has provided new route for producing low-dimensional relativistic electronic states. The exotic surface states of TIs have attracted the attention of scientists because of their fascinating physical properties and applicability in spintronics and quantum computations [24-28]. The unique surface states were confirmed by angle-resolved photoemission spectroscopy (ARPES) experiments and scanning tunneling microscopy (STM) on Sb2Te3, Bi2Te3, and Bi2Se3 [29-34]. Magnetotransport studies have also provided a clear picture of the topological surface state and the à ° Berry phase shift [35, 36],which gives rise to the immunity of Dirac fermions to localization. Bi2Te3 and Bi2Se3 are suitable candidates for TI studies because of their large energy gaps. Eg is approximately equal to 0.3 eV and 0.17 eV. However, the metallic bulk conduction of natural imperfections, such as vacancies or antisite defects in these materials, makes it difficult to probe surface Dirac fermions. Therefore, a high-insulating bulk state is a prerequisite for transport property studies of TIs. Substantial effort has made it possible to examine both the surface and the bulk channels either through electrical gating [36-42] or substitution doping [12-14, 42]. Recently, it was discovered that Bi2-xSbxTe3-ySey (BSTS) is a high-insulating bulk TI. BSTS exhibits a tetradymite structure, a low carrier concentration (2.3 Ãâ" 1016 cm3), and a large bulk resistivity (8 à © cm) because of the ordered occupation of Te/Se in the quintuple-layer unit [12, 13]. However, a reliable detection of surface quantum oscillations is difficult in BSTS flakes because of the inhomogeneous defect [12] and low surface mobility [40]. Thus, the low mobility in a bulk channel plays a crucial role in probing surface quantum oscillations. In this chapter, we report the observation of surface-dominated transport in the topological insulator BSTS nanoflakes. Shubnikov-de Hass (SdH) oscillations study on the 200-nm BSTS nanoflake indicates that the achievement of surface-dominated transport can be attributed its high surface mobility of 2602 cm2/Vs (top surface), 3657 cm2/Vs (bottom surface), and low bulk mobility of 12 cm2/V s, which is a much lower value than those reported [12-13, 40-41]. Besides, the nontrivial Dirac surface state was further confirmed by the weak anti-localization (WAL) effect and the semiconducting to metallic transport transformation as the thickness of the specimen was reduced to the thin film limit, in which a up to 90% contribution from the surface channel was estimated based on the thickness dependence of the electrical conductance and the result of the SdH oscillations. 4.2 Method BSTS single crystals nominally composed of Bi1.5Sb0.5Te1.7Se1.3 were grown by melting the mixture of Bi (99.999%), Sb (99.999%), Te (99.999%), and Se (99.999%) in sealed evacuated quartz tubes. First the mixture was slowly ramped up to 750 à °C at a rate of 100 à °C/h and kept at 750 à °C for 12 h. It was then furnace cooled to room temperature at a rate of 100 à °C/h. The sample was reground and sintered again. The same procedure was repeated three times to ensure sample homogeneity. Finally, the sample was heated to 800 à °C for 48 h, then cooled to 500 à °C and annealed for 96 h. The crystal structures of the samples were identified using powder X-ray diffraction and refined using the General Structure Analysis System (GSAS) software package equipped with the EXPGUI interface, as shown in Figure 4.1(a). Transport measurements were conducted using a Quantum Design Physical Property Measurement System (PPMS) and six-terminal Hall bar geometric specimens. The nanoflake specimens [Figure 4.1(b)] were mechanically exfoliated and transferred to the Si3N4 (200 nm)/Si substrate. The electrodes of the nanoflake were patterned using standard e-beam lithography and thermal evaporation of Ti/Au. Figure 4.1. (a) GSAS refinement of powder X-ray data of a BSTS crystal. (b) The SEM image of a BSTS 160-nm nanoflake. 4.3 Results and discussion 4.3.1 Thickness and temperature dependence of resistance The considerable thickness dependence of electrical transport showed a transition from semiconducting to metallic behavior as the bulk content is reduced, as shown in Figure 4.2 (a). For the thick specimens, the thermal activation energies given by the Arrhenius law were 4.3 meV (140 à ¼m), 3.5 meV (49 à ¼m), and 2.37 meV (7 à ¼m). The smaller activation energy of thinner specimens can be explained by the increasing contribution of surface states [12-13, 40-41]. In 140-à ¼m BSTS, a significant deviation occurred below 20 K from the fitting to a three-dimensional variable-range hopping model (3D VRH) with Rxx is approximately exp[(T/T0)-1/4] [13], indicating the existence of a parallel metallic conduction of surface states [the inset in Figure 4.2 (a)]. According to Eq. 4.1, the total conductance Gà ° of a specimen with a thickness t can be formulated as Gà ° = Gs + à ¯Ã à ³bt, (4.1) where Gs is the surface sheet conductance, and ÃÆ'b is the bulk conductivity [38,42]. Gs =36.2 (e2/h) and à ¯Ã à ³b = 4.14 (e2/h) à ¼mâËâ1, which resulted from the fit of thickness dependence of conductance to Eq. 4.1. For a 200-nm nanoflake at 2 K, up to 90% of the contribution from the surface state was obtained, as shown in Figure 4.2 (b). Figure 4.2. The inset shows the fitting of the Arrhenius law to the 140-à ¼m specimen. 4.3.2 Hall measurements of BSTS To understand the semiconductor-metallic transitions, we focus on the charge transport behavior (Figure 4.3) and temperature dependence Hall measurement results of 160 nm specimen (Figure 4.4). Because of that the thickness seems like to the critical in between semiconductor and metallic transition. In Figure 4.3 (a), we gives three regimes in the temperature profile, one can obtain the nanoflake specimen with 160 nm thick showing metallic behavior which contrasts to its bulk. In the regime I, the bulk conduction dominates, as the temperature decreases the resistance increased which shows a general narrow-gap semiconductor behavior this can be attributed to freezing of the impurity band carrier in the bulk [27]. The regime II reveals a typical metallic behavior signature, the resistance decreases as temperature reduced, this can be explained as reduce phonon scattering and nearly constant carrier density (shown in Figure 4.4 (a)) with a decreasing temperature. In regime III, when the temperature is lower than 10 K, a slightly increases in resistance due to the bulk carriers freeze out [28]. Hall mobility measurements provide more clearly picture to realize the thickness dependence charge transport as shown in Figure 4.4 (b). The reduction in the degree of disorder or impurity of specimens can be obtained in Figure 4.4 (b) that the mobility enhanced as thickness decreased and their different temperature dependence trends. In thinner specimens (160 and 80 nm) the mobility shows monotonically increasing as decreasing temperature, surface dominate transport should play a more important role in this manner. Figure 4.3. (b) Thickness dependence of Hall mobility versus temperature curve. 4.3.3 Surface quantum oscillations (Shubnikov-de Haas oscillations) Because successive empting of Landau levels (LLs) provides the nth minima in à ¯Ãâà ³Rxx, the relation of the LL index n to the Fermi surface cross-section area AF can be described using the semiclassical Onsager equation: 2à ° (n + à ¯Ã à §) = AF Ãâà § / eB. For the Schrodinger electron case, à ¯Ã à § = 0, which results in a zero Berry phase. à ¯Ã à § = 1/2 indicates the case of the Dirac fermion of TIs, which results in a à ° Berry phase where the charge carrier is immune to localization. The temperature dependence of resistance for a 200-nm nanoflake shows à ¯Ãâà ³Rxx as a function of 1/B after a smoothing background subtraction, as shown in Figure 4.5 (a). Two sets of oscillation periods are marked; one with a black dashed line ([(à ¯Ãâà ³(1/B) = 0.041 T-1]) and the other with a blue dashed line (0.022 T-1) for the surfaces of the nanoflake specimen. The multicomponent nature of SdH oscillations originates from the Fermi-level positions of the two surfaces. If SdH oscillations are as a result of the two-dimensional electron gas (2DEG) formed with band bending near the surface, the corresponded carrier density differs in an order of magnitude [35] compared to the Hall measurement result [n3D = 3.5 à ¯Ã¢â¬Å¡Ã ´ 101 8cm-3], which is obtained from the fit to low field B (à ±1T) data (Figure 4.5 (b)). Figure 4.5 (c) shows the LL fan diagram plotted in 1/B versus nth oscillation minima in à ¯Ãâà ³Rxx. The linear fit of the two-set SdH spectrum yields the intercepts of à ¯Ã à § = 0.48 à ± 0.3 for Surface 1 and 0.49 à ± 0.02 for Surface 2, where à ¯Ã à § values are closer to the theoretical value of 0.5 for ideal Dirac fermions. It is assumed that Surface 2 is the top surface because environmental contamination provides effective n-type doping [17] to the sample, which strongly influences the top surface. The specimens were closely stacked on the substrate to prevent the bottom surface from air contamination and electron-beam irradiation. Thus, the second set of SdH oscillations appears in the lower inversed field, shown in Figure 4.5 (a), which was probably from the top surface. In Figure 4.5 (c), the slope of one set of SdH oscillations provides the cross-section area of the Fermi surface [AF = 4.15 Ãâ" 1017 m-2], and the Fermi wave number was = 0.0363 and the 2D surface carrier density was = 1.05 Ãâ" 1012 cm-2 for the top surface (Surface 2). The second set of SdH oscillations resulted in AF = 2.32 Ãâ" 1017 m-2 and = 0.02718 , and 0.58 Ãâ" 1012 cm-2 for the bottom surface (Surface 1). Figure 4.5 (d) shows the fit of temperature dependence of SdH amplitudes to the Lifshitz-Kosevich (LK) theory [11, 43].The cyclotron mass mc = 0.075 me is the same as that reported [13]. Once mc is known, we can calculate the Fermi velocity and the Fermi level position to be vF = 5.6 Ãâ" 105 m/s and EF = 134 meV above the Dirac point for the top surface and vF = 4.19 Ãâ" 105 m/s and EF = 75 meV for the bottom surface. The high Fermi level position of the top surface is consistent with the results of environmental doping mentioned previously. Due to the multiple component nature, the Dingle temperature is difficult to extrapolate from the SdH amplitude; therefore, Eq. 4.2 is used to fit the resistance data to the LK theory , (4.2) where F is the frequency of SdH oscillations extracted from the slopes of Figure 4.5 (c), the thermal factor is , and the Dingle temperature is [11, 43]. The solid red line in Figure 4.5 (e) shows the optimal fitted results of à ¯Ã à § = 0.5 and à ¯Ã à ´ = 1.11 Ãâ" 10-13 s for the top surface, and à ¯Ã à § = 0.35 and à ¯Ã à ´ = 1.56 Ãâ" 10-13 s for the bottom surface. The fitted à ¯Ã à § values are close to theoretical value of 0.5 for ideal Dirac fermions. According to the Dingle analysis, the scattering time is approximately two to three times larger than that of the bulk BSTS [13]. Mobility is a measure of scattering time; therefore, it is possible to calculate the surface mobility à ¼s = 2602 cm2V-1s-1 and the mean free path = 62 nm for the top surface, and à ¼s = 3657 cm2V-1s-1 and = 65 nm for the bottom surface. The surface mobility enhancement is consistent with the longer mean free path of the nontrivial topological Dirac state. The surface contribution to the total conductance (Gs/Gtot = 84.8%) was consistent with the results obtained from the thickness dependence of conductance. Take the sheet carrier density into account, n = ns + nb t [44]. The mobility of the bulk channel was 12 cm2/Vs, which is close to the total Hall mobility of the 140-à ¼m thick BSTS specimen, 13 cm2/Vs. The low Hall mobility of bulk carriers causes less interference with the surface Dirac fermions; thus, the enhancement of the surface contribution and quantum oscillations was detected in the specimens used in this study. The black curve is the experimental data, and the red curve is the fit to LK theory. 4.3.4 Weak anti-localization effect In addition to SdH oscillations, the helical surface state was further probed using the WAL effect on the 200-nm BSTS. The WAL effect in TIs originated from the à ° Berry phase, in which the probability of backscattering was suppressed as a result of the destructive interference of time-reversed paths. The angle field dependence magnetoconductance analysis is shown in Figure 4.6 (a). The sharp cusps of the magnetoconductance in the lower field region are features of WAL. The 2D nature of Dirac fermions associated with the à ° Berry phase, which is dependent only on the perpendicular component of the applying field, was obtained by subtracting the background from the 3D bulk WAL contribution, ÃâGxx(à ¸,B) = Gxx(à ¸,B) Gxx(90à °,B) (5), as shown in Figure 4.6 (b). Figure 4.6 (b) shows that low-angle data merge into a single universal curve [15]. The Hikami-Larkin-Nagaoka (HLN) [15] model is used to calculate sheet conductance [27], as given in Eq. (3): , (4.3) where Gxx is sheet conductance, is the phase coherent length, and is the digamma function. The value for à ¯Ã à ¡ (-0.96) and (121 nm) were obtained for the 200-nm nanoflake. For the WAL effect in TIs, the prefactor à ¯Ã à ¡ was equal to -0.5 for a single surface state [40]. The complicacies of topological surface states resulted in an experimental value à ¯Ã à ¡ between -0.4 to -1.5 [38, 40]. In this study, the value à ¯Ã à ¡ = -0.96 indicated the existence of two surface states. Figure 4.6. (a) The angle field dependence magnetoconductance of the 200-nm nanoflake. Low-angle data merge into a single curve (the green dashed line) fitted using the HLN model. 4.4 Conclusion In this study, dominated surface transport was observed in BSTS nanoflakes. The thickness dependence electrical transport and the SdH oscillations illustrated that the surface states in the 200-nm BSTS nanoflake contribute to nearly 90 % of the conductance. The achievement of the surface-dominated transport is mainly attributed to the high surface mobility relative to the bulk channel. The observation of SdH oscillations provides clear evidence of surface Dirac fermions. Surface-dominated transport was further confirmed by the WAL effect showing 2D nature of helical Dirac surface states. Moreover, electrical transport transforms from semiconducting to metallic behavior, and mobility was enhanced when the thickness decreased, indicating that surface states plays a crucial role in the thin film limit. The high-insulating bulk state in BSTS nanoflakes provides opportunities for future quantum computation and spintronics applications.

Impact of Organisational Retrenchment Strategies on Job Satisfaction This mixed-methods study conducted a survey and a follow-up focus group with employees of the Uganda Public Service in order to ascertain the impact of asset retrenchment on job satisfaction. The Uganda Public Service has made a number of organizational moves, especially in recent years, to make non-productive and/or corrupt employees redundant and to bring greater efficiencies to the public sector by directing workers to where they fit best in the organization. Naturally, these retrenchment policies have created a lot of change. However, this study discovered that retrenched workers who remained in the Uganda Public Service was not less likely to be satisfied or motivated than non-affected colleagues. Moreover, job satisfaction for retrenched workers remained constant even when controlling for variables of age, gender, and education. The Uganda Public Service likely erred in pushing through retrenchment without a formal change management strategy, as this study found that employees who had not been properly informed and/or prepared for the change were substantially less likely to be satisfied than those workers who had been prepared. One plausible reason that retrenched workers were not dissatisfied by the changes brought about by resentment may have to do with Herzbergs (1966) Two-Factor theory, which posits that workers who are laboring for emotional satisfaction are more satisfied than those who strive for money alone. As the qualitative aspect of this study revealed, employees of the Uganda Public Service are highly likely to be providers for others, and therefore prize their jobs for giving them this ability to support others, even though retrenchment may bring change and stress. The conclusion is that Third World workforces may need to be approached via different theoretical means that are more sensitive to the non-hygienic aspects of Two-Factor Theory. CHAPTER FIVE DISCUSSION, CONCLUSION AND RECOMMENDATION 5.0 RECOMMENDATIONS 5.1 Introduction: This chapter will discuss the results of the findings of the research study ( as presented in Chapter four), in relation to past literature as reviewed in chapter two; for the purpose of examining whether our research has achieved its set objectives. It will also make recommendations on areas in which future research can be focused and set out limitations encountered in the course of the research. 5.2.0 Discussion of Findings Analysis of results carried out in chapter four indicated that the entire alternative hypothesis should be accepted. This section will therefore attempt to relate our research results with past research work. 5.2.1 Hypothesis One: Relationship Between Retrenchment and Job Satisfaction The two hypotheses to be tested here is whether any relationship exists between retrenchment and job satisfaction or whether there is none at all. Results as analysed in Table 4.7 clearly indicates that the null hypothesis should be rejected this means that we are accepting the alternative hypothesis that there is a relationship between retrenchment and job satisfaction Figure 4. 5 showing a scatter diagram of the relationship between retrenchment and job satisfaction also demonstrate that retrenchment has a negative impact on satisfaction. The results from our qualitative research did not however agree with that of the quantitative; its own result suggested that the job satisfaction of majority of the retrenched workers remained constant both before retrenchment and after retrenchment; this could be due to the fact that survivors were already appreciative of the fact that they even had a job to keep both body and soul together and to take care of some dependents; this in itself is a satisfaction to them. Quantitive results was in line with Herzbergs (1966) Two-Factor theory, Maslow (1993) and Vrooms (1964) theories of worker satisfaction, they all predicted that retrenchment hurts job satisfaction. Cook and War (1979) also confirmed the result of our survey tool, that human asset retrenchment affects job satisfaction amongst the remaining workers leading to insecurity feelings amongst some of the workers and perceived over-burdening of the remaining ones This result for this study which is in line with past research as cited for the above literatures suggests that the retrenchment strategies embarked upon by the Uganda Public Service as studied in relation to those re-deployed or with altered job description as a measure to curtail the rising corruption level has negatively impacted the job satisfaction of both the workers who were re-deployed and the remaining workers in service. 5.2.2 Hypothesis Two: Physical Impact of Retrenchment on Survivors in the Short -term The null hypothesis here is that retrenchment has negative physical impact while the alternative hypothesis is that retrenchment has positive physical impact in the short-term on survivors. Results as seen in table 4.8 and fig 4.6 suggests that retrenchment only averagely physically impacted the survivors of the exercise; as also demonstrated in the table. Qualitative results of study for this variable illustrated that workers whose pay were reduced because their job responsibility also reduced had to look for additional sources of income to meet up with their needs; this also put more stress on them physically and sometimes affect their health. Denga (1987) had also earlier reported that retrenching workers led to series of psycho-social problems for the retrenched and Burke (1998) discovered that stress could be induced in survivors by organisational retrenchment and a decline in job security. 5.2.3 Hypothesis three: Emotional Impact of Retrenchment on Survivors in the Short Term There are two hypotheses here also: which is that retrenchment has no effect on the emotional status of survivors and that retrenchment affects the emotional status of survivors. This was measured in the questionnaire research tool and analysis of results in table 4.9 suggests that the emotional status of remaining workers were affected by the retrenchment as carried out by the Ugandan Public service. Even though, what is known as survivors syndrome that sets in after every retrenchment was not observed in this case study has previously reported by numerous authors (Kandula 2004 and Kupec 2010. This could be because workers in Uganda have developed a thick skin already to hard situations and so are not easily intimidated by sudden changes or hard situations. The qualitative results added another dimension to the emotional impact of retrenchment as some of the workers were not emotionally affected due to the fact that they were just re-deployed and they perceived this as a lesser evil than been fired or having a pay reduction. This factor made this set of people appreciate their jobs the more counting themselves as lucky and therefore working harder. While those workers of the Ugandan Public Service whose pays were reduced because their responsibilities too were reduced admitted to been emotionally affected for they have to look for means of adjusting to the new pay; this will involve either reducing their living expenses, looking for another job or extra jobs to supplement existing ones or getting into debts for those ones who cannot just cope. The findings however still reveal that survivors of the retrenchment strategy embarked on by the Uganda Public Service still felt insecure knowing fully well that it can be their turn too someday or soon, some also indicated that work which should be shared amongst many now became the burden of the remaining survivors therefore affecting them both physically and emotionally. Hypothesis Four: Effect of Retrenchment on Motivation level in the Short Term The two hypotheses here is that retrenchment did not affect workers motivation level in the short term or that retrenchment affected workers motivation level in the short-term. Results as analysed in table 5.0 show that there is a negative relationship between retrenchment and motivation level in the short term, i.e. as retrenchment level in the Uganda Public Service increases, the motivation level decreases in the short-term. This suggests that retrenchment causes apathy within the public service under study, leading to a decrease in morale and motivation; subsequently reducing performance. The short-term here could be the two months or thereabout period when the incident just occurred. This agrees with the findings of Cook and Warr (1979) who had reported that retrenchment makes workers apathetical and so reduces their morale and motivation. This majorly impacts on the job satisfaction of the survivors who either believe it can be their own turn any day soon or feel they will be overburdened by having to also handle the jobs of the retrenched or the redeployed. Workers commitment does not improve after retrenchment as they will be de-motivated by recent occurrences. Tolkman 1991 also reported that Retrenchment may create demoralization, dampen organizational productivity and increase voluntary retrenchment, discourage the organizations most talented and productive members who will end up leaving the organizations Hertzbert (1966) and Maslow (1993) asserted that motivation is directly linked to job satisfaction and that motivators include; a sense of achievement, effort recognition, the nature of the work itself, and the desire for responsibility; they also both agreed that money or pay is down in the list. They both agreed that Job satisfaction is one major factor to determine amongst other factors the employees motivation which impacts heavily on production capacities as well as employees turnover. Employers whose institutions have little or no job satisfaction will always experience high turnovers as employees seek employment in other areas in pursuit of job satisfaction. Qualitative results of this experiment for this particular variable however suggests that the retrenchment effect of reduced motivation was only temporal and that workers morale was not permanently depressed; this is because their motivation in the first instance derived from the fact that they had a job which will cater for the needs of the family and since this urge has not reduced, their motivation will tend to be constant as long as they are not sent home. 5.2.5 Hypothesis Five: Effect of Retrenchment on Satisfaction level in the Short- Term The two tested hypothesis here is whether retrenchment of workers in the Uganda Public Service affects the level of their job satisfaction in the short-term or whether it does not affect satisfaction in the short term. Results as analysed in Table 5.10 clearly indicates that the null hypothesis should be rejected this means that we are accepting the alternative hypothesis that there is a relationship between retrenchment and job satisfaction in the short term Figure 4. 8 showing a scatter diagram of the relationship between retrenchment and job satisfaction in the short-term also demonstrates that retrenchment has a negative impact on job satisfaction level of the Ugandan Public Service only on the short term; as one increases, the other decreases slightly as retrenchment strategies increases, on the short-term, job satisfaction level decreases slightly. This is in line with Herzbergs (1966) Two-Factor theory, Maslow (1993) and Vrooms (1964) theories of worker satisfaction, they all predicted that retrenchment hurts job satisfaction along two separate but complementary axes. Cook and War (1979) also confirmed that human asset retrenchment affects job satisfaction amongst the remaining workers leading to insecurity feelings amongst some of the workers and perceived over-burdening of the remaining ones. This result of this study which is in line with past research as cited for the above literatures suggests that the retrenchment strategies embarked upon by the Uganda Public Service as studied in relation to those re-deployed or with altered job description as a measure to curtail the rising corruption level has negatively impacted the job satisfaction of both the workers who were re-deployed and the remaining workers in service. 5.2.6 Hypothesis Six: Relationship between Survivors Syndrome and Job Satisfaction Null hypothesis here is that there is no relationship between survivors syndrome and job satisfaction while the alternative hypothesis is that there is a relationship between both. Results as analysed in table 5.20 favours accepting the alternative hypothesis. Result illustrated in fig 4.10 also suggested that retrenchment could lead to survivors syndrome This is in line with past research carried out by Kandular (2004). Although, as earlier said the survivors syndrome was not observed in the case study. It could be because the Ugandan workers have developed a thick skin by reason of experience to harsh social and economic circumstances encountered since birth, and are not as physically susceptible as Western workers when it comes to certain kinds of work-related stress; after all, the reality is that many of these workers experience all forms of stress as a daily condition of their lives in Uganda. Thus, survivors syndrome might be more apt to describe the experience of workers in more developed economies and more stable social climates and not in developing countries. Qualitative assessment of responses from case study however, confirmed that many of the affected people agreed that retrenchment in whatever form either as re-deployment, or reduced pay due to reduced job responsibilities can be traumatic and even decidedly more when it is un-expected or much time is not allowed for victims to prepare for it. 5.2.7 Qualitative Data The use of qualitative method of research in this study assisted in achieving or projecting a good picture of the impact of the retrenchment strategies of the Uganda Public Service. Respondents perception of the retrenchment exercise and effect were adjudged through relevant questions as highlighted in Appendix 3 using the qualitative focus group questions to access age gender and educational status impact on the variables of motivation, satisfaction, physical and emotional health and survivors syndrome of retrenched workers in the Public Service. It was discovered using the qualitative research method that age of workers affected the way in which they viewed the retrenchment strategies; that is, different age groups had different impressions of the exercise. The younger generation saw the exercise as fair since it forced the older generations out of the system. This is because the older ones were not working maximally as a result of reduced energy or strength or because they felt their even being in the position in the first place was not totally based on merit. The Older ones on the other hand did not seem to mind the strategies that much and felt that Opportunities should be given to them to hand-over their skills to the generation behind them before been ushered out of the system. Similarly, gender also had its own twist to the responses; it was observed that all the factors had more impact on female workers than male workers. Females with additional responsibility due to redeployment or retrenchment suffered more physically and emotionally as they also had more responsibility on the home front together with their office jobs. Effect on the males was also pronounced where the new situation imposed on them female bosses and majority whose ego could not adapt to such welcomed the retrenchment exercise as a way out; for they would rather be retrenched than to be submitting to female bosses. Lastly, majority of respondents agreed that retrenchment as carried out by the Ugandan Public Service was not on the basis of education; as their level of education was not considered as a factor in the process. Although, there were some isolated causes of faster promotion or senior position attainment after the exit of some workers as reported by a few of the respondents, this however was not the rule or norm; it was only a flash in the pan. The qualitative results in general, suggested that motivation and satisfaction of the retrenched workers that survived the retrenchment exercise was only affected on the short-term because things went back to status quo. The major reason for this can be attributed to the fact that workers motivation and satisfaction in Uganda derived majorly from the fact that they even have a job that will help them in meeting their daily family needs. All this findings is supported by Maslow (1993) hierarchy of needs and assertion where basic needs such as food, water, e.t.c. are crucial and the first instincts that people try to protect before any other things will follow. However, Hertzberg (1966) noted that people can only be truly and genuinely satisfied and motivated when they climb up to the highest height of the Maslows pyramid which is the height of self-actualisation and that huge satisfaction does not derive from hygienic needs alone. 5.2.8. Research objectives and aims Going by the results, analysis of the results and discussion of the results of the research work, it can be seen that the major objective of the research has been accomplished. The purpose of this study was to access the effect of the retrenchment strategies of the Uganda Public Service on the Job satisfaction of its workers. Through the use of questionnaires, surveys and interviews, we have effectively measured this and therefore can make useful recommendations to its management in the future 5.3 Implications for Management Organisations have different reasons for embarking on retrenchment; it might be to downsize in order to cut cost if it is having internal crises or just to remove dead weight and to improve the quality of service. Whichever reason, management decides to retrench; one thing they should keep in mind is that retrenchment does not occur as a stand alone event, it drags along whether reluctantly or not but surely some other outcomes. This research work has established a clear relationship between job satisfaction, motivation and retrenchment, no matter how little or short termed it appears to be and this will definitely affect the organisational goals and objectives if not well monitored. The clear implication of the findings of this research study for the management of the organisation understudy or even for all management hierarchies is diverse and variable. Retrenchment exercises should be undertaken with great caution and planning as its affects the morale of workers and anything that affects a work forces morale, if not sorted out fast, will definitely affect performance. Unplanned and poorly implemented retrenchment strategies can lead to physical and emotional unbalance for affected and non-affected staff, poor innovation, discipline and efficiency problems, bring demoralization, contribute to other workers retiring or resigning voluntarily, dispirit the most talented staffs which can lead to their exit; all these will together hinder the organisation from achieving its goal. Retrenching undisciplined, inefficient and incorrigible workers can serve as a warning to other workers; alerting them to sit up and face their work squarely or else they know the implication of not doing otherwise; nevertheless caution and planning should be rigorous so as not to send wrong signals to truly devoted and talented staff 5.4 Research Limitations Problems that were encountered in this research that served as limitations were that of Scheduling: Research could not measure long- term effect of retrenchments on staff and even the short- termed effect measured were not carried out immediately after the retrenchment experience. The impacts of the retrenchment exercise therefore depended on the timing of the experiment to the period of the incidence Research could not measure the impact on staff that were sent home , accessing them would be difficult Time constraints: research required a longer time period due to time taken to obtain the approval and consent of the relevant parties; this affected the length of the project and increased the budget. Another limitation perceived or encountered in the study is that which relates to respondents evaluating or reporting on their own selves; this can be biased and not entirely accurate; therefore affecting results of the research . 5.5 Recommendations for Management Behn, (1980) suggested that organisations should have a corporate strategy for the successful implementation of its retrenchment activities. This paper would also like to adopt such suggestions amongst others; which include Retrenchment basis or rationale should be communicated clearly to staff/affected workers so as to reduce negative impact of the exercise or to avoid sending wrong signals of job insecurity to workers. Objectivity should be employed in applying this basis and retrenchment should not be encouraged as a punitive measure majorly. Measures such as preparation of the minds of affected worker, training and counselling courses and seminars on entrepreneurship and life after retirement especially by the government, are good ways of preparing workers for uncertainties of the future. Generally speaking, organisations should adopt a culture of good welfare schemes such as loan assistance, various allowances, good pay, good career prospects and opportunities, mandatory career trainings, good working environment and working tools e.t.c to their staff, such that when retrenchment acts which is inevitable occurs; it would be understandable to the fair minds 5.6 Recommendation for further research Errors due to inability of participants to vividly remember occurrences usually trait the retrospective research method that was used for this work, therefore for future studies a stronger design can be considered in designing the experiment. A time series design will more likely to be appropriate. It is also recommended for future research that scheduling of this kind of study can be controlled for by planning studies to coincide with retrenchment time and also observing the constructs for a longer time period; so as to measure the long-term and short-term impacts of retrenchment in general CONCLUSION The implication of Retrenchment is quite considerable for all related parties; the management, the survivors and the retrenched, all do feel the great impact of this exercise; but the impact can be minimised if better planned for and strategically implemented. Retrenchment affect job satisfaction, motivation to work, either on short-term or long-term basis, physical health and emotional health of workers; therefore planning and preparation for this exercise is crucial to minimising its effect on all stakeholders.

The Rise of Universal Liberal Values? Democracy is one thing, and constitutional liberalism quite another. In the inexorable march of modernity, Fareed Zakaria argues in The Rise of Illiberal Democracy, the message of constitutional liberalism has gotten lost in the clamor for democracy. This is problematic because, without a strong foundation of pluralism and constitutional liberalism, the apparatus of democracy can easily be hijacked by forces that hardly espouse the liberal values that have, in the Western mind, become transparently conflated with democracy. The fact that liberal constitutional democracy has become the unmarked case for Western pundits serves and most likely will continue to serve, Zakaria points out, as a legitimizing shroud around illiberal democracies' practices. What is problematic is Zakaria's notion of legitimacy: who are we to say whether, to the extent that we find an illiberal democratic regime's actions questionable or worse, that regime is illegitimate? Such pronouncements not only fly in t he face of the democratic orthodoxy, but also dangerously destabilize the props of national sovereignty that comprise the underpinning of the current international system. Democracy, broadly defined, is a mechanism of governance, the participation of a people in the selection of its rulers. Constitutional liberalism, on the other hand, as sketched by thinkers from the Enlightenment onward, is a philosophy of governance, granting the governed a set of inalienable personal freedoms, in addition to ensuring the rule of law and the separation of powers (132). These are quite clearly not the same thing, although they have been bedfellows for some time in the governments of western Europe and North America. Zakari... ...notions of basic liberal rights and freedoms upon other cultures that do not, by necessity, share them all. He takes the almost-insulting stance that people that choose an illiberal government do not know what is good for them, when they may in fact have quite tenable reasons to do so. To further suggest that America and company aim to spread these uniquely Western concepts is further problematic in that to do so could destabilize these countries, or even turn them against the West, surely not a desirable outcome. It is important to recognize that culture plays an important role in the choices people make, including their choice of government. And just as some cultures find nothing wrong with eating termites or belching in public, so too are they entitled to find no problem with illiberality to an extent. As long as they choose it voluntarily, it is their own choice.

Stowaways Stowaways have been a problem to shipowners for about as long as there have been ships in the sea. In the early days of sailing ships and looser maritime legislation, this was a relatively minor problem. This probably had to due with the fact that the ships were smaller in comparison to today's standards, and were comparatively heavily crewed. Thus the chances for a stowaway to get on board and go undiscovered for any length of time were fairly small. Also in that age, the concept of "human rights" was not what it is today, and any stowaways that were found often became involuntary members of the crew. There was, therefore, little incentive to become an unpaying passenger on a merchant ship. Today, however, ships have become ever larger, the maritime world has become increasingly regulated, and the issue of stowaways has become a major problem. There are really several reasons why stowaways have become more of a problem. The real driving factor is really an economic one (Wiener). With all of the political and economic strife in the world today, there is a huge population of people who are just tired of being on the rock bottom of the economic ladder, and are desperate for a better life in a different place. This is really the basic reason why someone would want to spend a week or so crammed into a stuffy container or other similarly uncomfortable accommodations in order to get from wherever they are to somewhere else. It isn't because they just didn't have the money for a plane ticket, but it is the fact that they are being lured by the prospect of a better life. They are willing to leave their homelands and endure uncertain conditions in order to get there. There is, of course, the possibility of applying to another country, such as the United States or any other world economic superpower, for admission as an immigrant. This is a very long and difficult process, and the likelihood of actually getting in is slim. Even if it was possible, few third world citizens can actually afford transportation overseas, let alone find and afford housing, meals, and so forth, once they get there. The fact of the matter is that may desperately poor people who would like to immigrate to another country simply lack the resources to make the trip legally. Therefore, alternative measures, such as stealing rides on merchant ships, become very attractive (Wiener). Another component is the ever increasing size of today's merchant ships, coupled with the gradual decrease in the size of the crews sailing in them.

Society Must Begin to Value the Labor of Women The very idea that Capitalism doesn't work for some groups of law abiding, liberty-loving humans stirs horror in the minds of some -- traditionalists, in particular. Nevertheless, Capitalism, (as a way of life) and its economic objectives simply does not serve the lives or the welfare of large segments of our population. Most of us will never become wealthy corporates. Most of us will never own a highly successful business, become a famous rock star, or attain the status of a highly paid professional athlete. Most of us, in fact, will consider ourselves lucky if we get enough food to eat in our lifetimes -- if we are able to afford even the smallest of luxuries in life, like getting our teeth filled when they are in need filling, or going out for an ice cream or a movie every now and again. Most of us will never be able to afford most or even all of the commercial products that call to us through the seductive market of free exchange. We blindly accept that Capitalism is the only or even the best economic system we, as humans, are capable of imagining. And while it's true that Capitalism works for the few, it most often doesn't work for the many. In fact, as many economists and political scientists will tell you, Capitalism is dirty business. It thrives off the most vulnerable among us -- the lowest paid and the unpaid. Capitalism doesn't concern itself with fairness. It doesn't promote an ethical conscience and it, in reality, has very little to nothing to do with the principles of fair exchange. Capitalism is not a system that concerns itself with the principles of "freedom" or equitable exchange. In a very real sense, then, Capitalism is, quite possibly, the very a... ...onfines of the home. Job sight is everything in Capitalism. On the job domestic workers are perceived, through Capitalist ideology, as people unworthy of financial entitlement, status or recognition. Capitalism doesn't concern itself with the care of the home or the children. This is somebody else's responsibility. Somebody else is responsible for the maintenance of homebound women and children. Social assistance is not a paycheck for domestic workers. It does not pay women enough money to feed children adequately, and it demeans, without a doubt, the daunting, laborious, compassionate nature of quality care that many children in our city receive on a daily basis. Sadly enough, we are all complicit in acting out of Capitalism values every time we treat mothers or the work of mothering as though it had absolutely no significance to the maintenance of culture.

A Deserted Village
He stood there by the road after three long decades overlooking the land which he once called his evergreen village of Ago. Then, it was a haven of peace, now, only a hub for centralization and a fast moving life. A village which was once covered with a never ending evergreen canopy and vast stretches of lush green fields now stood there naked with a concrete Jungle of buildings and structures and barren fields. A tear rolled down Padres Bernadine old wrinkled scarred cheek seeing the fate of his village. He couldn't console of something so dear that he had lost.He started walking the winding road down the hill, towards his village, taking one agonizing step at a time. The padre could still vividly hear the shouts and cries of laughter of his childhood days that he spent with his friends playing and plucking fruits and all the adventurous exploits they enjoyed doing on this very hill and the assistant church bell chimes, reminding the village folk the time for prayer and the children as well, so as to be back home before the â⬠angelusâ⬠or else get â⬠Main's adaptationâ⬠( grandma's shouting) or if worse â⬠matcher Dimmitâ⬠( kneeling on salt).The hill now deserted and the church bell not to be heard with all the hype and bizarre traffic noise. He stopped abruptly on his trail, not wanting to Journey further to the place which he dreaded the most now. Already maimed and not wanting to be more, he diverted and mapped his way onto the hillside, off the road to a special spot where he spent much of his quality time as a youth.It overlooked the entire village, the church, the fields, a perfect panoramic view that would soothe a tense mind and soul. He sat there by himself on a rock, which was a tablet on which were the faint inscriptions of the past, the names of his peers and his, now worn out over the years.
